Casinos seem to be one of the last places slated to open in Ontario as the province continues to allow more businesses and services to resume.
There's no formal word on when they'll reopen but presumably, it will be during Stage 3 since they weren't mentioned in Stages 1 and 2 (and there are only three stages).
Ontario is taking a regional approach to reopening so casinos may not open their doors at the same time. It will depend on the region the casino is in and when that region will be allowed to enter into Stage 3.
Casino Rama and Fallsview Casino have said that they're working on developing health and safety measures in preparation for reopening.

It's unclear when some events held at casinos such as concerts will be able to resume, but officials have said that large-scale gatherings are unlikely for the foreseeable future.

New lease agreement means more investment and jobs for Hanover
HANOVER ON – Gateway Casinos and Entertainment Ltd. has announced a new lease agreement with Hanover, Bentinck and Brant Agricultural Society (HBBAS) that will result in an expansion of the existing site with new food and beverage amenities and an expanded gaming floor.
The new agreement signals a long-term arrangement with the HBBAS that will see Gateway occupy space previously known as the Banquet Hall. Gateway will be making a significant investment in the new facility that will create new gaming and dining experiences for customers in Hanover and the surrounding area.

Now that the proposed expansion and new lease arrangement with the HBBAS has been approved by OLG, Gateway is hoping to start construction in the Spring/Summer of this year with completion in the first half of 2019. While construction is underway the existing facility will continue to operate business as usual.
